Timeless Tax & Accounting is a tax preparer serving Fredericksburg and the surrounding area, including Spotsylvania, Stafford, King George and Caroline counties. This page explains where we are, who we work with, and the local tax details that trip up people in each community, from car tax bills to commuter returns.
Key takeaways
- Our office at 4608 Harrison Road has a Fredericksburg mailing address but is located in Spotsylvania County.
- Vehicle personal property tax is assessed and billed by your city or county, not by Virginia Tax, and the rules differ by locality.
- Commuters to Northern Virginia, DC and Maryland, and military families near Quantico, Dahlgren and Fort A.P. Hill, each have specific filing issues.
- You can work with us in person or remotely through our secure client portal.
Serving all of Virginia and clients in other states
Our office is in the Fredericksburg area, but our clients are not limited to it. We prepare returns and keep books for individuals and businesses throughout Virginia — from Northern Virginia to Richmond, Hampton Roads and the Shenandoah Valley — and for clients who live in other states, including people who moved away and still want the same preparer. Remote clients work with us by phone, email and secure document exchange, and Nagham Alobaidi serves clients in العربية (Arabic) as well as English.
A few services do need an in-person visit: notarizations and Form I-9 verification require you to appear at our office with your ID. Everything else can be done remotely.
Our Fredericksburg-area office
You will find us at 4608 Harrison Road, Fredericksburg, VA 22408, open Monday through Friday from 9:00 AM to 5:00 PM. Although the mailing address says Fredericksburg, the office is in Spotsylvania County, about three miles southwest of downtown Fredericksburg.
That distinction is common around here. Many homes in Spotsylvania and Stafford counties have a Fredericksburg mailing address, but your local taxes go to the county you actually live in, not the City of Fredericksburg. When a car tax bill or local tax question comes up, the first step is knowing which locality you are in. If you are unsure, the U.S. Census Bureau's free address geocoder will tell you the county for any address.
Communities we serve around Fredericksburg
Each locality below has its own Commissioner of the Revenue, the local official who assesses personal property such as vehicles and, where the locality requires them, business licenses. We have linked each office's official page.
City of Fredericksburg
The independent City of Fredericksburg has its own local government, separate from the surrounding counties. The city's Commissioner of the Revenue is at 715 Princess Anne Street. We help city residents with individual returns and downtown businesses with everything from small business bookkeeping to business tax returns.
Spotsylvania County
Our own home county. Spotsylvania's Commissioner of the Revenue, in the Holbert Building on Courthouse Road in Spotsylvania, handles personal property, business license, business property and meals tax assessments, and the office also helps residents with state income tax filing. The county asks owners to file a new personal property return within 30 days of changes such as an address change or a newly acquired vehicle.
Stafford County
North of the Rappahannock, Stafford is home to many commuters and military families connected to Marine Corps Base Quantico. The Stafford Commissioner of the Revenue at 1300 Courthouse Road asks residents to report within 60 days if they move, change address, or buy, sell or total a vehicle.
King George County
King George is home to Naval Support Facility Dahlgren, which brings Navy personnel, civilian employees and defense contractors to the county. The King George Commissioner of the Revenue on Courthouse Drive handles personal property and business licenses and processes state income tax returns and estimated payments.
Caroline County
Caroline County, with its seat in Bowling Green, is home to Fort A.P. Hill. Caroline's Commissioner of the Revenue requires owners of personal property to file with the office by February 1 each year.

Local tax notes for Fredericksburg-area residents
Your car tax bill comes from your city or county
Virginia's personal property tax on vehicles is a local tax. Your city or county assesses it, sets the rate and bills it, and the Virginia Department of Taxation has no say over those assessments. Questions about a car tax bill go to the Commissioner of the Revenue where the vehicle is kept, and appeals follow local procedures.
Under Virginia's Personal Property Tax Relief Act of 1998, qualifying personal-use vehicles get a reduction on the first $20,000 of assessed value. Business-use vehicles do not qualify. The relief percentage is set locally and can change from year to year, which is why two neighbors in different counties can see very different bills.
Car tax can count on your federal return
If you itemize deductions, the part of your vehicle personal property tax that is based on the vehicle's value and charged yearly can be deducted on Schedule A as a personal property tax. It counts toward the overall state and local tax (SALT) deduction limit. Bring your paid car tax bills to your tax preparation appointment.
Military vehicles may be exempt
Under the Servicemembers Civil Relief Act, vehicles owned by active-duty service members whose legal residence is outside Virginia are generally exempt from local personal property tax, and spouses may qualify for the same treatment. Expect to provide proof: Stafford, for example, asks for a certificate of legal residence and a current Leave and Earnings Statement.
Business owners: start with the Commissioner's office
Business licenses, where a locality requires one, and business tangible personal property returns are also handled locally, and requirements differ between the city and each county. If you are starting a business, check with your Commissioner of the Revenue early. We can help with the federal and Virginia side, from choosing an entity to setting up payroll.
Commuters to Northern Virginia, DC and Maryland
Many Fredericksburg-area residents commute north on I-95 or by train. If you work in Northern Virginia, your income is simply Virginia income. If you work in DC or Maryland, the rules are friendlier than many people expect:
- Washington, DC does not tax the wages of nonresidents. Your employer needs DC Form D-4A, the certificate of nonresidence, so DC tax is not withheld.
- Maryland has a reciprocity agreement with Virginia. Virginia residents who earn only wages there, spend 183 days or less in Maryland and keep no home there are generally exempt from Maryland income tax on those wages.
If the wrong state's tax was withheld, it can usually be fixed on your returns, but it is easier to get the paperwork right up front. Our Virginia state income tax guide covers residency and multi-state rules in more detail.
Military families near Quantico, Dahlgren and Fort A.P. Hill
The Fredericksburg region sits between three major installations: Marine Corps Base Quantico, which spans parts of Prince William, Stafford and Fauquier counties; Naval Support Facility Dahlgren in King George County; and Fort A.P. Hill in Caroline County. Military households often deal with a home-of-record in another state, spouses working locally, PCS moves mid-year and the car tax exemption above. Our military tax guide for Virginia walks through the main issues.
In-person or remote: your choice
Many clients like to sit down with us at the office, especially for a first appointment or a complicated year. Others prefer to handle everything remotely, and that works too:
- In person: visit our Harrison Road office Monday through Friday, 9:00 AM to 5:00 PM.
- Remote: upload documents through our secure client portal and talk by phone or email.
- Notary and I-9 services: we provide these in person, because the signer or new hire and their ID documents need to be physically present, so plan a visit for notary work or I-9 verification.

Is your office in Fredericksburg or Spotsylvania?
Both, in a sense. Our office at 4608 Harrison Road has a Fredericksburg mailing address, but it sits in Spotsylvania County, about three miles southwest of downtown Fredericksburg.
Do you work with clients outside the Fredericksburg area?
Yes. We work with clients throughout Virginia and in other states. Documents can be shared through our secure client portal, and questions handled by phone or email, so you never need to visit the office for tax work.
Who do I contact about my car tax bill?
Vehicle personal property tax is a local tax. Contact the Commissioner of the Revenue for the city or county where the vehicle is normally kept; Virginia Tax does not handle these assessments.
I live in Virginia and work in DC or Maryland. Which state do I file in?
Usually just Virginia for your wages, because DC does not tax nonresidents' wages and Virginia has a reciprocity agreement with Maryland for qualifying commuters. Your employer needs the right withholding certificate, and we can check your situation.
Want a professional to handle it?
