Looking for tax preparation in Stafford County, VA? Timeless Tax & Accounting prepares federal and Virginia returns for Stafford commuters, Quantico-connected military families and Stafford small businesses. This page goes beyond the basics: who handles which local tax in Stafford, how the county's car tax works, the paperwork military households need, and what Stafford business owners file each year.
Key takeaways
- Stafford's Commissioner of the Revenue assesses vehicles, business property and real estate; the Treasurer sends the bills and takes payments.
- Report a move or a vehicle you bought, sold, totaled or donated within 60 days.
- Car tax, real estate tax and business property tax are billed in halves due June 5 and December 5.
- Stafford has no business license (BPOL) tax, but businesses still register and file a business property return by February 15.
Who handles which tax in Stafford County
Your federal and Virginia income tax returns go to the IRS and Virginia Tax. Almost everything else is local, and in Stafford it is split between two elected offices in the county administration building at 1300 Courthouse Road in Stafford:
- Commissioner of the Revenue (2nd floor, (540) 658-4132) assesses vehicles and other personal property, business property, and real estate. The office also handles the disabled veteran exemptions, the elderly and disabled tax relief program, and some state income tax matters.
- Treasurer (Room 227, (540) 658-8700) collects real estate and personal property taxes and other county receipts. You can pay online, by mail, by phone or in person.
A simple rule: if you think the amount on a bill is wrong (wrong vehicle, wrong value, you moved), call the Commissioner. If you need to pay or ask about a payment, call the Treasurer.
Stafford County car tax: how it works
Stafford taxes vehicles normally kept in the county. According to the Commissioner's office, passenger cars, pickups, panel trucks and motorcycles are assessed at 50% of the J.D. Power clean retail value, and the Board of Supervisors sets the rate each year. The tax is prorated by the number of months you own the vehicle, so buying or selling mid-year changes your bill.
The 60-day reporting rule
Stafford asks you to report within 60 days if you change address, buy, sell, total or donate a vehicle, or move into or out of the county. If you are new to Virginia, the DMV separately requires you to title and register your vehicle within 30 days of moving here, so plan both steps at once.
Car tax relief (PPTR)
Virginia's personal property tax relief reduces the bill on qualifying personal-use vehicles, but only on the first $20,000 of assessed value, and the relief percentage changes from year to year. Vehicles used more than 50% for business, or with more than 50% of their depreciation claimed as a business deduction, do not qualify. If you take a business mileage or depreciation deduction for your car, that choice can affect your county bill too, which is worth discussing when we prepare your tax return.
High-mileage vehicles
If your car has unusually high mileage, Stafford will consider documentation such as inspection receipts, repair bills or oil-change records showing the mileage near January 1. The county's calendar lists January 31 as the date to report it.
Military households near Quantico
Marine Corps Base Quantico reaches into Stafford, and many service members live here. If your state of legal residence is not Virginia, vehicles you own are exempt from Stafford's personal property tax under the Servicemembers Civil Relief Act. Stafford asks for:
- Service member: a Certificate of Legal Residence form and a copy of a current Leave and Earnings Statement (LES).
- Spouse: the service member's two documents, plus a Military Spouse's Residency Relief form and a copy of the dependent military ID (both sides) or a marriage license with photo ID.
- Leased vehicles: the exemption covers only the first $20,000 of assessed value.
The county calendar lists February 15 as the military annual filing date. If Virginia is your legal residence, your vehicle stays taxable here even while you are stationed elsewhere. Our military tax guide for Virginia covers the income tax side, including spouse residency and moves.
Disabled veterans
Virginia law exempts one passenger car or pickup owned and used primarily by a veteran with a 100% service-connected, permanent and total disability rating (or individual unemployability, per Stafford's page). Leased vehicles, motorcycles and RVs are excluded. Stafford asks for the VA benefit summary letter, a copy of your driver's license and proof of primary residence. A separate statewide exemption covers the veteran's home and up to one acre of land; apply through the Commissioner's office.

Stafford County business taxes: no BPOL, but still filings
Here Stafford differs from most of its neighbors. The county has no business license and no BPOL (gross receipts) tax. That does not mean there is nothing to do. Businesses located in Stafford must register with the Commissioner of the Revenue, and the main local taxes are:
| Tax or filing | Who it affects | When |
|---|---|---|
| Annual business filing (business tangible personal property) | Any business with furniture, equipment, tools or other property owned, leased, rented or borrowed as of January 1 | Due February 15; bills due June 5 and December 5 |
| Merchants' capital and machinery & tools | Retailers with inventory; manufacturers | Assessed by the Commissioner; ask which applies |
| Meals tax and transient occupancy tax | Restaurants, food sellers, hotels and other lodging | File and pay by the 20th of each month |
| Short-term rental tax | Short-term rental operators | Quarterly, on the 20th after each quarter ends |
Stafford offers an online e-filing portal for business returns. On the federal and Virginia side, clean books make the February 15 equipment listing easy, because your fixed-asset list is already up to date. Our bookkeeping service keeps that list current, and we can set up payroll if you are hiring.
Real estate tax and relief programs
Stafford bills real estate tax in the same two halves as vehicles, due June 5 and December 5. The Commissioner's calendar lists reassessment notices going out around February 15 with appeals due March 10, so read any notice promptly. Homeowners who are elderly or disabled can apply for the county's tax relief program; the listed application date is April 1, and qualification depends on rules the county sets, including income and net worth limits. If you itemize, the real estate tax and the value-based part of your car tax can count toward the state and local tax deduction on your federal return.
Stafford commuters: one state return, usually
Many Stafford residents drive I-95 north or ride the VRE Fredericksburg Line from the Brooke or Leeland Road stations. If you work in Northern Virginia, your wages are simply Virginia income. If you work in DC, DC does not tax nonresidents' wages, but your employer needs DC's nonresident certificate so DC tax is not withheld. Federal employees and contractors often have extra items, such as TSP, FEHB or multiple W-2s. See our Virginia income tax guide for residency and multi-state details.
