Tax Preparation for Caroline County, VA Residents & Businesses

Timeless Tax & Accounting provides tax preparation for Caroline County, VA residents and businesses, from Bowling Green and Ladysmith families to households connected to Fort A.P. Hill. We prepare your federal and Virginia returns. This page explains Caroline's own local taxes, which have a few rules that catch newcomers: an annual February 1 filing for everyone, monthly proration, and a business license tax that starts only above $300,000.

Key takeaways

  • Every owner of personal property files with the Commissioner of the Revenue by February 1; late returns draw a 10% penalty.
  • Vehicles bought or brought into the county mid-year must be filed within 30 days, and tax is prorated by month.
  • Personal property tax is due in equal halves on June 5 and December 5; supplemental bills are due 30 days after billing.
  • All businesses register and report gross receipts, but the BPOL tax starts only after $300,000.

Who handles which tax in Caroline County

Caroline's tax offices are in Bowling Green, at 212 North Main Street:

  • Commissioner of the Revenue (mailing address P.O. Box 819, Bowling Green, VA 22427; (804) 633-4496) assesses personal property, business equipment, machinery and tools, and real estate; issues business licenses; runs the land use and elderly and disabled relief programs; and is the only office that can adjust an assessment. The office also operates a walk-in DMV Select, which handles many vehicle transactions but cannot issue driver's licenses or photo IDs.
  • Treasurer collects personal property and real estate taxes and sells dog licenses. If you are behind on personal property tax, the county's compliance staff can discuss a payment agreement.

Having DMV Select inside the Commissioner's office is handy: when you title a vehicle there, you are already in the right place to file it for local tax.

Caroline County car tax: February 1, proration and the 30-day rule

Caroline taxes automobiles, trucks, trailers, mobile homes, boats, RVs, aircraft and business equipment at rates set by the Board of Supervisors, normally in April. Values come from recognized pricing guides or a percentage of cost.

The February 1 return

Here Caroline differs from many neighbors: all owners of personal property must file with the Commissioner by February 1 each year. If you filed last year or your DMV record lists Caroline as the garage jurisdiction, the county mails a preprinted form; correct anything that is wrong and return it. Returns received or postmarked after February 1 face a 10% late filing penalty, and the county is explicit that "I didn't get the form" does not excuse it. If you file nothing, the Commissioner must assess based on the best information available.

Monthly proration

Since 2013 Caroline has prorated tax on motor vehicles, trailers, boats, boat motors, motor homes and camping trailers by month. More than half a month counts as a full month; less than half does not. Property subject to proration must be filed within 30 days of purchase or of moving into the county. If you sell or move a vehicle away, tell both the Commissioner and the DMV so the tax can be adjusted, and any overpayment refunded or credited.

Bills and relief

Tax on property located in Caroline on January 1 is due in equal halves on June 5 and December 5. Supplemental bills for corrections and prorated property are due 30 days after billing. Late payment adds a 10% penalty plus 10% annual interest. Car tax relief applies only to the first $20,000 of value on qualifying personal vehicles, and the county sets the percentage annually; vehicles used more than 50% for business do not qualify.

Fort A.P. Hill households and disabled veterans

Fort A.P. Hill sits in Caroline County, and military households here face the same question as everywhere: which state is your legal domicile? If it is a state other than Virginia, Caroline does not tax personal property registered in your name, your spouse's name, or both. You must present a copy of your current Leave and Earnings Statement. If Caroline is your legal residence, the reverse applies: you owe Caroline tax wherever you are stationed and wherever the vehicle is garaged.

Veterans with a 100% service-connected, permanent and total disability rating can exempt one personal-use car or pickup under Virginia law, and their home and up to one acre of land from real estate tax. The Commissioner's office has an exemption application for veterans. Our military tax guide for Virginia covers the income tax side, including spouse residency and PCS moves.

Caroline County business taxes

Caroline takes a middle path on business licenses. All businesses must register with the Commissioner of the Revenue and file their gross receipts every year, with renewals due by March 1 and a 10% penalty after that. But the BPOL tax itself begins only after $300,000 in gross receipts, so many small businesses file without owing license tax.

The bigger annual task for many owners is the business tangible personal property return, due February 1:

  • List everything the business owned on January 1, not just new purchases, with each item's purchase date and original cost.
  • Include fully depreciated items, gifts, and personal items brought from home and used in the business.
  • Attach your federal tax schedules, as the county requires.
  • Know your category: regular business equipment, machinery and tools, or motor carrier. Farm equipment is assessed at 25% of original cost.

Proration does not apply to business equipment, and a personal vehicle used more than 50% for business is treated as a business vehicle with no car tax relief. A clean fixed-asset list makes this return quick; our bookkeeping service and small business bookkeeping guide help you keep one.

Real estate tax and relief

Caroline's elderly and handicapped real estate tax program helps homeowners who are 65 or older, or totally disabled, based on income and net worth limits the county sets. Applications must be filed every year before March 1, and the county offers help with applications during February. The land use program has a November 1 deadline for new applications and revalidations. If you itemize, real estate tax and the value-based part of your car tax can count toward the state and local tax deduction on your federal return.
