Tax Preparation for City of Fredericksburg, VA Residents & Businesses

Timeless Tax & Accounting provides tax preparation for City of Fredericksburg, VA residents and businesses, from downtown shop owners to VRE commuters. We prepare your federal and Virginia returns. This page explains the city's own local taxes, which work differently from the surrounding counties: who handles what at City Hall, how the city's car tax and supplemental bills work, and what a Fredericksburg business files.

Key takeaways

  • The independent City of Fredericksburg has its own Commissioner of the Revenue and Treasurer, both at 715 Princess Anne Street.
  • Register a vehicle with the city within 30 days of moving in, and report a sale or disposal within 30 days.
  • Car tax is due June 5 and December 5 (or the next business day); new vehicles get a one-time supplemental bill.
  • Every business in the city needs a business license; renewals are filed by March 1 and paid by March 15.

City resident or county resident?

A "Fredericksburg, VA" mailing address does not make you a city resident. The city itself warns that addresses in the 22402 and 22404 to 22408 ZIP codes may be outside city limits, in Spotsylvania or Stafford County, and its local relief programs apply only inside the city. Our own office has a Fredericksburg address but sits in Spotsylvania County. If you are not sure, the city's GIS map or the U.S. Census Bureau geocoder will confirm your locality before you contact anyone about a bill.

Who handles which tax in Fredericksburg

Both local tax offices are at City Hall, 715 Princess Anne Street:

  • Commissioner of the Revenue (Room 102, (540) 372-1004) appraises and assesses real estate, assesses personal property, and administers business licenses and the city's meals, lodging, admissions, cigarette and utility taxes. The office keeps limited public hours, so check the posted schedule before you go.
  • Treasurer (Room 118, (540) 372-1001) collects city taxes, offers online eBilling and payments, and also sells VRE parking decals; bring your DMV registration card to buy one.

One change trips people up: the Commissioner's office no longer processes state income tax returns. Your Virginia return goes to Virginia Tax, ideally by e-file, which we handle as part of tax preparation.

Fredericksburg car tax: assessment, proration and supplemental bills

The city taxes cars, trucks, motor homes, motorcycles, trailers and boats with situs in Fredericksburg. City Council sets the rate and the rate of assessment; the city's page states that vehicles are assessed at 90% of clean retail value using the NADA pricing guide. Fredericksburg is a prorating locality, so you are taxed only for the time the vehicle is in the city.

The 30-day rules

  • Moving in: register all vehicles with the Commissioner's office no later than 30 days after you move into the city. New Virginia residents also have 30 days to title and register with the DMV.
  • Selling or junking a car: notify the Commissioner within 30 days, by phone, fax, mail or email. After 30 days you may need documentation to prove the date.
  • Any change: report changes in ownership, name or address, and keep your garage jurisdiction current with the DMV.

When the bills come

Regular personal property bills are due June 5 and December 5, or the following business day, and a 10% penalty is added to unpaid balances after those dates. Because the city prorates, a newly reported vehicle triggers a supplemental bill, mailed monthly as vehicles are reported and due in one installment. If you buy a car in the spring, expect a separate bill rather than waiting until December.

Relief, military and disabled veteran exemptions

Car tax relief applies to the first $20,000 of value on passenger cars, motorcycles and pickup or panel trucks of 7,500 pounds or less that are used 50% or less for business. Active-duty service members whose legal domicile is not Virginia may not be subject to the tax on vehicles titled to them or their spouse; if Virginia is your domicile, the vehicle is taxable here wherever it is garaged. A veteran rated 100% service-connected, permanent and total may exempt one personal-use car, pickup or panel truck. Call the Commissioner at (540) 372-1004 to confirm the documents needed. Our military tax guide covers the income tax side.

Doing business in the city: licenses, meals and lodging tax

Downtown Fredericksburg is full of restaurants, shops, inns and service firms, and the city's rules are stricter than Spotsylvania's or Stafford's. Every business operating in the city needs a business license. First obtain a Certificate of Zoning Use, then apply with the Commissioner. The city's page lists a $25 fee when estimated gross receipts are under $100,000, with the tax rising for larger businesses based on the business category. Renewals are filed by March 1 and paid by March 15.

Lodging tax (8%)Hotels, inns, tourist homes and other transient lodgingMonthly, by the 20th of the following month

Meals tax filers who file and pay on time by the 20th can take a small discount (3%, capped at $100). Late forms lose the discount and face a 10% penalty plus 10% annual interest. These are trust taxes, so keep the money set aside. Our bookkeeping and payroll services help keep monthly local filings and payroll deposits on schedule.

Real estate tax and relief in the city

The city's real estate tax runs on its July-to-June fiscal year, so the first half of real estate tax is due December 5 and the second half June 5, the reverse of the personal property halves. Elderly and disabled homeowners can apply for total or partial relief based on age, income and net worth, with applications listed as due May 1. Veterans with a 100% service-connected, permanent and total disability can apply for the state real estate exemption on their home by calling (540) 372-1207. The city also offers a partial exemption for qualifying rehabilitated buildings and an exemption for certified solar equipment.

Working with us from the city

Our office at 4608 Harrison Road is about three miles southwest of downtown, reached via U.S. Route 1 or Lafayette Boulevard, and is open Monday through Friday from 9:00 AM to 5:00 PM. Many city residents commute on the VRE from the Fredericksburg station on Princess Anne Street; if that leaves little daytime free, use our secure client portal instead. We serve clients in English and Arabic, and we work remotely with clients across Virginia and in other states. Book online or call (540) 479-1500, and see our Virginia income tax guide if you commute to DC or Maryland.

Frequently asked questions

Do I need a business license in the City of Fredericksburg?

Yes. The city requires every business operating in Fredericksburg to have a business license, and you need an approved Certificate of Zoning Use before you apply. Renewals are filed by March 1 and paid by March 15.

Why did I get a separate car tax bill in the middle of the year?

Fredericksburg prorates personal property tax. When a new vehicle is reported with a city garage jurisdiction, the city mails a supplemental bill, which is due in one installment, rather than waiting for the June and December bills.

Can I drop off my Virginia income tax return at City Hall?

No. The Commissioner of the Revenue notes that state income tax returns are no longer processed locally. E-file, or mail your return to the Virginia Department of Taxation.

I sold my car. Who do I tell?

Tell both the DMV and the Commissioner of the Revenue within 30 days. The city accepts notice by phone, fax, mail or email, and may ask for documentation if you contact it after 30 days.

I have a Fredericksburg address. Am I a city resident?

Not necessarily. The city notes that addresses in the 22402 and 22404 to 22408 ZIP codes may be outside city limits, in Spotsylvania or Stafford County. Your local taxes go to the locality you actually live in.
