Timeless Tax & Accounting offers tax preparation in Spotsylvania County, VA from an office inside the county, at 4608 Harrison Road. We prepare federal and Virginia returns for Spotsylvania families, commuters and small businesses. Below is a practical guide to the county's own taxes: who to call, the 30-day vehicle rule, the February 1 filing date, military exemptions, and when a Spotsylvania business actually needs a license.
Key takeaways
- File a new personal property return within 30 days of getting a vehicle, moving it, or changing your name or address.
- Annual personal property and business tangible property filings are due February 1; bills are due June 5 and December 5.
- Non-Virginia military members send a current LES every year by February 1 to keep their vehicle exemption.
- A business license (and its tax) applies only once gross receipts reach $2,000,000 a year.
First, are you actually in Spotsylvania?
Much of Spotsylvania uses a Fredericksburg mailing address, including our own office. Your local taxes go to the locality where you live, not the one printed on your mail. If a car tax bill comes from the "wrong" place, or never arrives, check your address in the U.S. Census Bureau's free geocoder and make sure the DMV has the right garage jurisdiction for your vehicle.
Who handles which tax in Spotsylvania County
Both local tax offices are in the Richard E. Holbert Building at 9104 Courthouse Road in Spotsylvania, with a drop box at the south entrance near the Brock Road and Courthouse Road intersection.
- Commissioner of the Revenue ((540) 507-7000; personal property (540) 507-7052; business tax division (540) 507-7051) assesses personal property, business license, business property, meals and other local taxes, processes tax relief and veteran exemption applications, and helps residents with state income tax filing.
- Treasurer ((540) 507-7058) bills and collects real estate and personal property taxes and business licenses. You can pay online, by phone, by mail or using the drop box.
The Commissioner decides what you owe; the Treasurer collects it. Disputes about a value or a vehicle you no longer own start with the Commissioner.
Spotsylvania car tax and the 30-day rule
Spotsylvania's personal property tax applies to vehicles, trailers and boats kept in the county. County rules require a new personal property return within 30 days of any of these events:
- You acquire a vehicle, trailer or boat that has not been reported before.
- The property moves to a new location (a change in situs).
- Your name or address changes.
The Commissioner's office accepts additions and deletions online. Everyone with personal property also has a February 1 annual filing date. If you are new to Virginia, remember the DMV has its own 30-day deadline to title and register your vehicle.
Car tax relief
Virginia's personal property tax relief lowers the bill on qualifying personal-use cars, motorcycles and pickups, applied to the first $20,000 of value. Since 2017 it also covers trucks between 7,501 and 10,000 pounds. A vehicle does not qualify if more than half its mileage is for business or reimbursed by an employer, or if more than half its depreciation is claimed as a business deduction. Motor homes, trailers and farm-use vehicles are not eligible. If you drive for a living or deduct your car on Schedule C, mention it when we prepare your return.
Paying the bill
Bills are mailed about 30 days before the June 5 and December 5 due dates, and a 10% late payment penalty applies to unpaid tax after the due date. December 5, 2026 falls on a Saturday, so check your bill for how the county handles that date, or pay a few days early.

Military families and disabled veterans
Spotsylvania sits between Quantico, Dahlgren and Fort A.P. Hill, and many military households live here. If your home of record is not Virginia, vehicles titled or leased in your name, your spouse's name, or jointly can be exempt from county personal property tax, provided both of you are domiciled outside Virginia. The county requires a copy of a current Leave and Earnings Statement each year by February 1, sent by email, fax or the county's online form. Missing that annual LES is a common reason a military family suddenly gets a full car tax bill.
Veterans rated 100% service-connected, permanent and total (or totally disabled based on individual unemployability) can exempt one car or pickup they own and regularly use. Leased vehicles do not qualify, a vehicle co-owned with a spouse can, and the county needs the VA Summary of Benefits letter showing the rating and effective date. One county application covers both this vehicle exemption and the real estate exemption for the veteran's home. Our military tax guide covers the income tax side.
Spotsylvania business taxes and the $2 million license threshold
Unlike the City of Fredericksburg, Spotsylvania exempts smaller businesses from its business license. Since January 1, 2023, a license, and the gross receipts tax that comes with it, applies only once a business has $2,000,000 or more in gross receipts in a calendar year. Businesses at that level renew by March 15 and pay by April 15; a 10% penalty applies to late filing or payment, plus 10% annual interest. A business physically located in the county also submits an approved zoning use with its application.
Below the threshold, other local obligations still apply:
- Business tangible personal property: report equipment, furniture and tools by February 1; bills follow the June 5 and December 5 schedule.
- Meals tax: restaurants and food sellers collect the county's 6% meals tax on top of the state sales tax.
- Lodging and short-term rental taxes: apply if you rent rooms or homes to short-term guests.
- Trade name: operating under a name other than your legal name requires a filing with the State Corporation Commission.
If you are deciding how to set up your company, our guide to LLC vs. S corporation in Virginia covers the federal and state side, and our bookkeeping service keeps your fixed-asset list ready for the February 1 return.
Real estate tax and relief programs
Real estate tax follows the same June 5 and December 5 schedule. The Commissioner's office maintains the county land book and posts 2026 reassessment information on the county website. The county offers relief programs for elderly and disabled homeowners, disabled veterans and certain first responders; the listed filing date for tax relief is March 1. Eligibility rules, including income and net worth limits, are set by the county, so check the current application.
